Where water closets are provided, at least five percent but no fewer than one shall comply with Section 11B-604. [S.H. 11B-213.3.2]
[2010 ADAS] 213.3.2 Water Closets. Where water closets are provided, at least one shall comply with 604.

The 2016 CBC is more inclusive, requiring more accessible water closets in larger toilet rooms.
