John, I cannot find anything that says that benches in bus shelters must comply with the bench requirements in 903. Don't you think that's because 903 benches are designed for wheelchair users to transfer onto them and that's not expected to be necessary at bus shelter benches? I think bus shelter benches are most important for people with disabilities who need to sit and rest. The clear space within the shelter is required to accommodate wheelchair users.
