Have local authorities accepted one-piece dispensers in toilet compartments that are recessed behind the horizontal grab bars? These units stick out ¼" or so. ANSI 117.1 allows it in 609.3 (2). ADAS doesn't seem to make any allowance for this and I haven't yet found an official statement that will accept a unit like that in a location like that.
