Description: Great policies and procedures are a critical piece of effective SILC management. We may hear them begrudged as tedious or bureaucratic, but the fact is that they are there for our benefit and can be incredibly useful. Policies and procedures are a road map to keep you and your Council happy, functional, and in compliance. They’re helpful day-to-day and can be invaluable in times of uncertainty or transition.

Join us this June to learn how strong policies and procedures can define and improve all types of SILC operations, including member recruitment and training, term limits / removal, fiscal procedures, funding regulations, personnel management, and much more.

  • SILC Chairs, Executive Directors, staff, and Council members.

Learning Objectives

Upon completion of this webinar, participants will have knowledge and resources that will enable them to:

  • Describe the importance and benefits of having written administrative policies and operating procedures for SILCs that support good governance.

  • Describe meeting rules and expectations for officers and members, including rules for term limits and member removal.

  • Identify financial policies and procedures that are matched to the amount of fiscal responsibility assumed by the SILC.

  • Determine strategies for managing public comments while adhering to the state open meeting laws.

  • Describe, through case studies and examples of best practices, strong standard operating procedures for SILC responsibilities such as recruitment, appointment, and orientation, training, legal liabilities, regulatory requirements, and personnel policies.

Kathy Cooper

Kathy Cooper has been the Executive Director for the Statewide Independent Living Council of Kansas (SILCK) for 3 years. She has 15+ years of IL and advocacy experience in KS and some of her previous positions include; The Coordinator for Capacity Building Initiative for KS Rehabilitation Services, the Director of Home and Community Based Services at Coalition for Independence, and the Legislative Advocate at Resource Center for Independent Living. Kathy played a pivotal role in the efforts to make sure the parental rights of people with disabilities in Kansas were upheld. She has a B.G.S. in Psychology from the University of Kansas. In her spare time Kathy enjoys competing at local rodeos in barrel racing.

Paula McElwee

Paula McElwee is the Technical Assistance Coordinator for the IL-NET and SILC Training and Technical Assistance projects at Independent Living Research Utilization (ILRU). In addition to providing individualized technical assistance, Paula moderates training calls monthly for new CIL Executive Directors and Program Managers and for SILCs. Her blog is a repository of technical assistance questions and answers from CILs and SILCs. Paula was the first Director of Link, Inc. in Kansas (one of the first states funded through the Rehabilitation Act) beginning in 1979. She worked in the disability field in Kansas for 25 years, and was appointed by two governors to serve three terms on the Statewide Independent Living Council of Kansas before moving to California in 2000. She previously served on the board of Resources for Independence of the Central Valley and served as interim executive director for four CILs in California, assisting the boards to transition to their next executive director. Paula has provided training, facilitation and consultation with state associations, SILCs, and numerous centers throughout the country.

Liz Pazdral

Liz Pazdral, Executive Director of the California State Independent Living Council, has experienced the Independent Living (IL) movement from a variety of perspectives. Liz has been a consumer of services and has worked at IL Centers in California and Canada for 13 years, including serving in the capacity of executive director. Additionally, she worked in the IL Unit of the California Department of Rehabilitation. Liz has a bachelor’s degree in psychology from Occidental College and has completed graduate work in public administration. She lives near Sacramento with her husband and daughter.
