Description: Education Tech Points is a system for looking at your assistive technology services in a way that will help you develop a comprehensive and consistent system of service delivery. In part one of a three-part series, presenters Gayl Bowser and Penny Reed will describe and explain Education Tech Points, an IEP team-based framework for assistive technology planning. Each Education Tech Point represents a place in the process of referral, evaluation, IEP/IFSP development, and implementation where thought and action must be directed toward assistive technology concepts. Key questions at each of the seven Education Tech Points provide a way to focus discussions and decisions.

Learning Objectives

  1. Participants will be able to describe the rationale for using the Education Tech Points Framework.

  2. Participants will be able to list each of the 7 Tech Points and describe how the concept can be used to integrate AT devices and services.

  3. Participants will be able to identify at least three ways that a collaborative and integrated AT model can benefit students with disabilities and enhance agency-level services.

Gayl Bowser, M.S

Independent Consultant

Gayl Bowser, M.S, currently works as an independent consultant and is an adjunct faculty member for the University of Wyoming’s Wyoming Institute for Disabilities (WIND). Her work focuses on the creation of effective, legal and high quality service systems that encourage the integration of technology into educational programs for students with disabilities. Ms. Bowser has worked as a Regional and State-level administrator in Oregon. Formerly the Coordinator of the Oregon Technology Access Program (OTAP) and the State of Oregon’s Specialist in Assistive Technology, Gayl currently provides assistive technology consultation, training and technical assistance throughout the United States and internationally. Gayl has co-authored numerous publications about assistive technology including Quality Indicators for Assistive Technology: A comprehensive guide to assistive technology services; Education Tech Points: A Framework for Assistive Technology; and Assistive Technology Pointers for Parents.

Penny Reed, Ph.D.

Independent Consultant

Penny Reed, Ph.D., is an independent consultant in the fields of special education and assistive technology services. She was founder and director of the Wisconsin Assistive Technology Initiative (WATI), Dr. Reed is an original member of the Leadership Team for Quality Indicators for Assistive Technology (QIAT). She is the author or co-author of numerous resources, guidelines, and assessment tools to help school districts develop and improve their assistive technology services, including Education Tech Points: A Framework for Assistive Technology. She maintains the Education Tech Points website with Gayl Bowser. (www.educationtechpoints.org ) Dr. Reed provides consultation and training across the country.
