 t the demands of youth who are coming of age today and want to see this cr
 itical safety net become a springboard of opportunity. Two panels of witne
 sses\, including testimony by young people with disabilities\, will discus
 s the barriers experienced in navigating the system. We will also examine 
 what policy measures are either underway or needed to address the persiste
 nt barriers to obtaining and advancing a career and to earn a living throu
